Good Morning All,

Some Board Members have been discussing the possible effects of Texas 83rd legislature's HB 483 now Tex. Loc. Gov't Code 180.007.

The bill’s author states that his purpose in filing the bill was to allow for public comment/opposition when subdivisions, such as Independent School Districts, move to buyout high priced contracts as a part of a termination.

This bill states that “A political subdivision may not pay an employee or former employee more than an amount owed under a contract with the employee unless the political subdivision holds at least one public hearing….”

The question arises whether this could effect faculty salary contracts if they are amended for overload classes or other reasons. I couldn’t find an analysis written to advise colleges but I did find this analysis written by the Texas Association of School Boards.
