House. On Wednesday, February 25th, the House passed two new education bills, H.R. 1020 and H.R. 529 by respective votes of 412-8 and 401-20. 529 seeks to amend the tax code in order to reconstitute and reform payments of 529 programs, and 1020 seeks to support existing STEM programs within the National Science Foundation.
Senate. On Wednesday, February 25th, the Senate voted overwhelmingly to move forward with a clean bill funding the Department of Homeland Security (DHS). The Senate opened debate on the bill in a 98-2 vote after Majority Leader Mitch McConnell (R-Ky.) agreed to strip out provisions that would reverse President Obama’s executive actions on immigration.
On Friday, February 27, the Senate failed in a 57-42 vote to advance legislation from Sen. Susan Collins that would overturn President Barack Obama's most recent immigration actions.
Also on Friday, February 27, the Senate on passed legislation that would fund the Department of Homeland Security through the end of September with no provisions blocking President Barack Obama’s executive actions on immigration in a 68-31 vote. Meanwhile, the House is debating a stopgap funding measure that would finance DHS just through March 19.
Administration. On Tuesday, February 24th, the President vetoed and returned to the Congress S.1, the “Keystone XL Pipeline Approval Act”.

On Tuesday, February 24th, the President issued a proclamation declaring, under the Antiquities Act, the Establishment of the Honouliuli National Monument in order to preserve the site’s historical importance as a WWII internment camp.

On Tuesday, February 24th, the President announced his nominations to the following key administration posts: Katherine Simonds Dhanani as the Ambassador to the Federal Republic of Somalia for State, Amias Gerety and the Assistant Secretary for Financial Institutions for Treasury, Cono R. Namorato as the Assistant Attorney General for the Tax Division for DOJ, and Anne Elizabeth Wall as the Deputy Under Secretary for Legislative Affairs for Treasury.

Net Neutrality. On Thursday, February 26, the Federal Communications Commission approved the policy known as net neutrality by a 3-2 vote at its Thursday meeting. The Open Internet Order helps to decide an essential question about how the Internet works, requiring service providers to be a neutral gateway instead of handling different types of Internet traffic in different ways — and at different costs.

Patents. On Friday, February 27, a U.S. Senate panel approved the nomination of Michelle K. Lee to head the U.S. Patent and Trademark Office.
