Monday Morning Message
House Appropriations Subcommittee on Article III (Education)
The Subcommittee is planning on meeting every day this upcoming week to begin "mark-up" of Article III of the budget. Our understanding is that they will first work through public education before moving on to the higher education section of the budget article as the week progresses.
House Higher Education
The committee is scheduled to hold a hearing on Wednesday, March 4th at 8:00 am in E2.014. Among the bills the committee will take up and consider are:
HB 197 Price | et al.
Relating to requiring a public institution of higher education to post information regarding mental health resources on the institution's Internet website.
HB 658 Zerwas
Relating to the creation of a campus of the Texas State Technical College System in Fort Bend County.
HB 796 Geren
Relating to the purchase of certain insurance coverage and the performance of related risk management services for certain university systems and the component institutions of those systems.
HB 916 Spitzer | et al.
Relating to the governing board of the Trinity Valley Community College District.
The Committee will meet on Monday, March 2nd at 11:00 in the Senate Finance Room to layout a series of bills dealing with Ad Valorem taxes. However, public testimony on these bills will be heard on Wednesday, March 4th beginning at 9:00 am. Among the 15 bills and Joint Resolutions to be heard are several of interest:
SB 281 Bettencourt
Relating to the calculation of the ad valorem rollback tax rates of certain taxing units.
SB 744 Zaffirini
Relating to the form of a motion to adopt an ordinance, resolution, or order setting an ad valorem tax rate that exceeds the effective tax rate.
SB 763 Bettencourt | et al.
Relating to the exemption from ad valorem taxation of certain income-producing tangible personal property.
March Update of Base Year Contact Hours and Student Success Points
The Coordinating Board sent updated base year contact hours and student success points to the Legislative Budget Board on Friday, February 27, 2015. We expect that the updated contact hours and student success points will be the basis for the community college instructional appropriation for 2016-17, but do not know when the updated numbers will be adopted.
For the base year update, Spring 2015 contact hours replaced Spring 2014 contact hours. In addition, Quarter #1 2014 and Quarter #2 2015 contact hours replaced Quarter #1 2013 and Quarter #2 2014 contact hours. With the updated contact hours, the base year for the 2016-17 biennium is 3.4 percent less than the base year for current biennium (2014-15). However, the updated base year is 1.2 percent higher than the initial base year that is currently in the General Appropriations Act (HB 1 and SB 2).
For the student success points update, FY 2014 success points replaced FY 2011 success points in the 3-year average. The overall difference between the updated FY 12-13-14 3-year average (980,204 success points) and the initial FY 11-12-13 3-year average (980,374 success points) is minimal (-.02%).
Cooperative Purchasing Network
The TCCCPN is soliciting proposals for the replacement to the Virtual College of Texas distance education program. Soft Chalk, Smarter Measures, and DCCCD are among the providers invited to submit proposals for the new program. Contracts are to be considered by the TACC Executive Committee at is meeting in April.
Remember during your visits to Austin during this legislative session that TACC has a negotiated room rate for hotel accommodations in Austin. The Holiday Inn - Midtown is a short drive from the capitol, TACC offices, and downtown Austin. It is located at 6000 Middle Fiskville Road adjacent to the Austin Community College campus.
This Week's TCCCPN Contract Spotlight
The spotlight this week is on the janitorial services contracts that have been awarded to American Facility Services of Alpharetta, GA and McLemore Building Maintenance, Inc. of Houston. The contract covers Basic Janitorial Cleaning Services and Additional Hourly Special Cleaning Beyond Basic Services
These firms have been doing business with members of TACC. The vendors will discount their standard pricing and can serve campuses throughout the state. As both have reasonable pricing structure, it is recommended to give the college the ability to choose between which vendor can best serve its needs for their consideration when such a need arises. A 2% service fee will be paid to the coop.
We always encourage your staff to check out the TCCCPN contracts, their pricing and the products and services offered through them.

All of the college purchasing offices have been notified of this award but we encourage you to express your support of the use of the TCCCPN contracts whenever practical for your institution. The service fees earned will return to the association for use for the benefit of all members.
Texas Success Center
New Mathways Project continues to grow: Twenty colleges sent teams to an Institutional Scaling Workshop in late January to make plans for deepening their implementation of the NMP. A number of colleges set goals to expand to serve 100% of their developmental math students in the next year.
Dr. Brenda Hellyer, Chair of the Success Center's Metrics Task Force, has called a meeting of the Task Force for March 5, 2015 at 9:30 a.m. Among the topics on the Task Force's agenda is a review of the updated Student Success Points data that the Coordinating Board released last week.
The TSC Transfer Leadership Team Steering Committee will meet on April 28, 2015. The focus of the work is Field of Study curriculum alignment; TCCNS legislation; and the technological needs in building stronger degree mapping capabilities.
