Monday Morning Message

Concealed Carry on Campus

SB 11 by Birdwell was voted out of Senate last week and is headed over the House. Attempts to amend the bill to include provisions that would allow public institutions of higher education to "opt-out" were defeated. Among the amendments accepted was one that would prohibit the open carrying of handguns on college campuses by Concealed Handgun License holders, if the "Open Carry" bills were to pass. Meanwhile, HB 937 by Fletcher was heard last week in the House Homeland Security and Public Safety Committee. TACC expressed is opposition to the bill and submitted written testimony indicating that if the bill were to pass, Community Colleges would ask that a local option for "opting out" of the bills provisions be included. HB 937 is currently pending in the committee.


Budget

HB 1 is scheduled to be before the Appropriations Committee in a hearing on Tuesday, March 23rd at 8:00 am in E1.030. Chairman Otto has indicated that the Committee will vote out both HB 1 and HB 2 (the supplemental appropriations bill) at the hearing. We are still hearing that HB 1 will be on the House Floor for consideration sometime after April 1st.

In the Senate, SB 2 is still being considered in each of the budget workgroups. Chair Nelson has scheduled Finance Committee hearings on Tuesday, Wednesday, and Thursday of this week to begin to hear workgroup recommendations. The Article III workgroup (Education) is still considering its recommendations but we do expect them to make final decisions this week on both public and higher education.



Legislative Committees
House Higher Education

The committee is scheduled to hold a hearing on Wednesday, March 25th at 8:00 am in E2.014. Among the 15 bills the Committee is scheduled to hear are several of interest:

HB 1054 Clardy
Relating to developmental education programs under the Texas Success Initiative for public institutions of higher education.

HB 1583 Clardy
Relating to block scheduling for associate degree and certificate programs at public junior colleges.

HB 1903 Raney
Relating to the distribution of funds to campuses in the Blinn Junior College District service area.

HB 1992 Zerwas
Relating to the granting of undergraduate course credit by advanced placement examination at public institutions of higher education.



House Public Education

The committee is scheduled to hold a hearing on Tuesday , March 24th at 2:00 pm in E2.036. Among the bills the committee will take up and consider is

HB 462 Goldman
Relating to successful completion of dual credit courses as an alternative to compliance with end-of-course assessment requirements.



Senate Higher Education

The committee is scheduled to hold a hearing on Wednesday, March 25th at 9:00 am in E1.012. Among the bills the committee will take up and consider are:

SB 420 Birdwell
Relating to the creation of a campus of the Texas State Technical College System in Ellis County.

SB 1066 Zaffirini
Relating to continuing eligibility requirements for institutions of higher education to participate in the Texas Science, Technology, Engineering, and Mathematics (T-STEM) Challenge Scholarship Program.
