House On Monday, March 16, the House GOP budget proposed raising the Pentagon’s war funding account next year to about $90 billion, Budget Committee member Tom Cole (R-OK-04) told reporters late Monday.

On Tuesday, March 17, the House passed H.R. 1029: EPA Science Advisory Board Reform Act of 2015, in a vote of 236-181. The bill amends the Environmental Research, Development, and Demonstration Authorization Act of 1978 to modify Scientific Advisory Board member qualifications, alter public participation, and other changes.

On Tuesday, March 17, the House unanimously passed H.R. 1191, the Protecting Volunteer Firefighters and Emergency Responders Act, which aims to amend the Internal Revenue Code of 1986 to ensure that emergency services volunteers are not taken into account as employees under the shared responsibility requirements contained in the Patient Protection and Affordable Care Act.

On Wednesday, March 18, the House passed H.R. 1030, the Secret Science Reform Act of 2015, in a vote of 241-175, which aims to prohibit the Environmental Protection Agency from proposing, finalizing, or disseminating regulations or assessments based upon science that is “not transparent or reproducible.”

On Thursday, March 19, House Republicans failed to approve their $3.8 trillion budget at the
committee level Wednesday night after negotiations on defense spending faltered.

Senate On Monday, March 16, Senate Republicans revealed that they will not include detailed plans to overhaul entitlement programs when they unveil their first budget this week. The decision would break from Rep. Paul Ryan’s (R-WI-01) House budgets from recent years.
On Wednesday, March 18, Senate Republicans introduced a plan to balance the budget in 10 years by cutting federal spending by $5.1 trillion. The budget proposal, a political document outlining Republicans' priorities for spending and taxes, sets a stark contrast with President Obama's plans and mirrors the House Republican budget introduced Tuesday in much of its broad outline.
Administration On Wednesday, March 18, the President issued a memorandum for the delegation of authority to the Secretary of State to prepare a report to Congress under the National Defense Authorization Act for Fiscal Year 2015

On Thursday, March 19, the DOJ asked a federal appeals court to lift an order by a Texas judge that blocked the President’s immigration actions within the DHS from taking effect. The preliminary injunction from U.S. District Court Judge Andrew Hanen on Feb. 16 forced the administration to delay the executive actions. It came just 48 hours before the first applications would have been accepted. In an emergency stay request to the 5th Circuit Court of Appeals, the Justice Department called Hanen’s ruling “unprecedented and wrong.”
